Library receives $100K benefit from Keisling estate

CROSSVILLE — The Art Circle Library was recently granted a windfall of a little more than $100,000.

The Art Circle Library Foundation was named as the recipient of a bequest from the J. Draper Keisling estate and will receive $101,261.92.

The bequest is for the general expenses and upkeep of the library. The funds must flow through the county, though, in order to meet state law accounting practices. The funds will go through the county library's general fund and be donated to the Art Circle Library Foundation, Inc., a 501(c) (3) public charity.

According to a budget resolution for the funds, the Art Circle Library Foundation will administer the funds in accordance with the directions as provided by the J. Draper Keisling last will and testament.

Mike Harvel, 7th District commissioner, made the motion to approve the budget amendment for the donation and it was supported by Jan McNeil, 5th District commissioner. It was unanimously approved.

It will go before the full county commission during its November monthly meeting.

In other areas, the following budget amendments were also approved:

• A $3,077 budget amendment to cover costs of election workers and part-time personnel for the election commission. The funds will be taken from the same line as other charges and legal notices.

In a letter to the budget committee, Administrator of Elections Suzanne Smith explained the extra expense was due to the high volume of early voters and high volume of participation in the presidential election.

• A $600 budget amendment for the ambulance and emergency medical services to pay for consultants.

• A $2,500 budget amendment for the veterans services budget in order to move the county veterans service office into the bottom floor of the Cumberland County Courthouse. The amendment is to allow some minor remodeling and furnishings. The funds will be taken from the county's undesignated fund balance. $1,900 will go toward furniture and fixtures and $600 will go toward building improvements. It was unanimously approved after a motion was made by Harvel and supported by Dave Hassler, 3rd District commissioner.
