What began as a a simple appointment of a new member to the Library Board of Trustees quickly escalated into a debate and a cloud of confusion spread throughout the courtroom regarding the whereabouts of the intended resolution during January's monthly county commission meeting.
First District Commissioner Jim Inman motioned to approve resolution 012010-3 appointing Art Wojta to fill a vacancy on the Cumberland County Library Board of Trustees for a term to end June 30, 2011. The motion was supported by Greg Maxwell, 8th District.
Then, 1st District Commissioner Harry Sabine questioned what had happened to the resolution that was submitted for the agenda.
Sabine referred to an updated version of the resolution, which was submitted and sponsored by 8th District Commissioner Jeff Brown, and included the names of all the members who are serving on the board.
Many who were attending the meeting, and members of the Friends of the Library and members of the Library Board of Trustees glanced around with confused expressions.
"This has nothing whatsoever to do with the person being appointed. I totally support Art and think he will do a great job on the board," Sabine said.
Sabine also chairs the Rules and Nomonations Committee of the Cumberland County Commission. The committee and county recently changed the rules regarding appointments to standing committees and boards. In doing so, Sabine requested that from now on all the names of the people who are serving on the committee be listed on appointment resolutions. The purpose, Sabine explained, is so a complete list of all the committees and the members who serve on them can be assembled.
Sabine asked the resolution be tabled until the names were assembled and added to the proper resolution, but no support was given to that motion.
Sabine asked a member of the county clerk's office, who handles the resolutions, what happened to the resolution that was turned in.
The deputy clerk, Deborah Cox, told the commission she handed out and included what was given to her by County Mayor Brock Hill's office.
Sabine asked Brown what happened.
Commissioner Brown said he submitted the updated resolution including the committee member names to County Mayor Brock Hill's office.
"Oh, well, apparently it got lost in the mayor's office," Sabine said.
"There's been some mix up. I recommend we work with the county clerk and deal directly with Debbie in the clerk's office," 9th District Commissioner and Commission Chairman Carmin Lynch said.
The motion to appoint Wojta was approved in a 17-0 vote with Sabine abstaining.
Sabine motioned to postpone another appointment resolution — resolution 012010-5 to appoint Wendell Wilson to the Cumberland County Museum Board. Sabine said the reason was in order to have the names of the full board added to the resolution.
Wilson, who serves as 6th District commissioner, had no objections to the request and supported the motion. It was then unanimously postponed.
