County authorizes Rural Development loan application for library

The Cumberland County Commission approved a resolution to allow the county to apply for a Community Facility Project loan through the United States Department of Agriculture Rural Development for furnishing the new Art Circle Public Library.

The authorization allows the county to apply for the loan in the amount of $600,000 on the behalf of the Art Circle Public Library Foundation. The resolution allows County Mayor Brock Hill and the county commission the authorization to take all action necessary and appropriate action in the execution of what is required in the application.

The purpose of the loan is to provide the necessary equipment for the new Cumberland County Library. The money would flow through funds through the county to the library foundation, which would in turn repay the loan.

Resolution 0609-1 was approved in a 13-4 vote.

A motion to approve the authorization was made by 2nd District Commissioner Robert Safdie and it was supported by 2nd District Commissioner Nancy Hyder.

Voting in favor of the resolution were commissioners Harry Sabine, 1st District; Safdie and Hyder; Lynn Tollett, 3rd District; David Gibson, 4th District; Jack Davis and Trey Kerley, 5th District; Terry Carter and Wendell Wilson, 6th District; Kenneth Carey, 7th District; Greg Maxwell and Jeff Brown, 8th District; and Clyde Cramer, 9th District.

Voting against the resolution were commissioners Johnny Presley, 3rd District; Charles Seiber, 4th District; Mike Harvel, 7th District; and Carmin Lynch, 9th District.

The commission also approved a resolution authorizing the submission of an application for a Litter and Trash Collection Grant for fiscal year 2009-'10 from the Tennessee Department of Transportation. Resolution 0609-2 was unanimously approved after a motion was made by Commissioner Tollett and was supported by Commissioner Maxwell.
